Moi aussi j'ai été choqué aux journal de FR 2, où on te montre des policières noires qui font tranquillement leur amplette dans des supermarchés, des noirs qui pillent les magasins. Ils n'ont montrés que des noirs!!! quand j'en ai fais la réflexion à mon ami, celui-ci à répondu "ben oui, les blancs ne prennent jamais, même s'ils crèvent, les noirs eux sont pas cons, faut bien qu'ils se nourrissent!" lol. Mais c'est surprenant comment les médias veulent à tout prix nous donner le mauvais rôle. C'est dingue, ils n'avaient pas d'autres images à diffuser ? Des villes ont été détruites, il y à eu des milliers de morts, et ils ont focalisés sur des noirs prenant leur précaution pour assurer leur survie! _________________

Newsview: Politicians Failed Storm Victims By RON FOURNIER, AP Political Writer

At every turn, political leaders failed Katrina's victims. They didn't strengthen the levees. They ceded the streets to marauding looters. They left dead bodies to rot or bloat. Thousands suffered or died for lack of water, food and hope. Who's at fault?
There's plenty of blame to go around — the White House, Congress, federal agencies, local governments, police and even residents of the Gulf Coast who refused orders to evacuate. But all the finger-pointing misses the point: Politicians and the people they lead too often ignore danger signs until a crisis hits.
It wasn't a secret that levees built to keep New Orleans from flooding could not withstand a major hurricane, but government leaders never found the money to fully shore up the network of earthen, steel and concrete barriers.
Both the Bush and Clinton administrations proposed budgets that low-balled the needs. Local politicians grabbed whatever money they could and declared victory. And the public didn't exactly demand tax increases to pay for flood-control and hurricane-protection projects.
Just last year, the Army Corps of Engineers sought $105 million for hurricane and flood programs in New Orleans. The White House slashed the request to about $40 million. Congress finally approved $42.2 million, less than half of the agency's request.
Yet the lawmakers and Bush agreed to a $286.4 billion pork-laden highway bill that included more than 6,000 pet projects for lawmakers. Congress spent money on dust control for Arkansas roads, a warehouse on the Erie Canal and a $231 million bridge to a small, uninhabited Alaskan island.
How could Washington spend $231 million on a bridge to nowhere — and not find $42 million for hurricane and flood projects in New Orleans? It's a matter of power and politics.
Alaska is represented by Republican Rep. Don Young (news, bio, voting record), chairman of the House Transportation Committee, and Republican Sen. Ted Stevens (news, bio, voting record), a senior member of the all-important Senate Appropriations Committee. Louisiana's delegation holds far less sway.
Once the hurricane hit, relief trickled into the Gulf Coast. Even Federal Emergency Management Agency director Michael Brown, whose agency is in charge of disaster response, pronounced the initial results unacceptable.
The hurricane was the first major test of FEMA since it became part of the Homeland Security Department, a massive new bureaucracy that many feared would make the well-respected FEMA another sluggish federal agency.
Looting soon broke out as local police stood by. Some police didn't want to stop people from getting badly needed food and water. Others seemed to be overwhelmed. Thousands of National Guard troops were ordered to the Gulf Coast, but their ranks have been drastically thinned by the war in Iraq.
On top of all this, Katrina is one of the worst natural disasters ever to hit the United States. The best leaders running the most efficient agencies would have been sharply challenged.
"Look at all they've had to deal with," former President Clinton told CNN. "I'm telling you, nobody every thought it would happen like this."
That's not true. Experts had predicted for years that a major hurricane would eventually hit New Orleans, swamping the levees and filling the bowl-shaped city with polluted water. Yet even Bush insisted that nobody anticipated the breach of the levees in a serious storm.
The politicians are doing what they do in time of crisis — shifting the blame.
"The truth will speak for itself," Sen. Mary Landrieu (news, bio, voting record), D-La., said of potential lapses by government. Later, her office blamed the White House for budget cuts.
If it's not the Republicans' fault, perhaps some in Washington would like to blame New Orleans itself. House Speaker Dennis Hastert, R-Ill., questioned whether a city that lies below sea level should be rebuilt. "That doesn't make sense to me," he said.
But for anybody living — or dying — in the devastated region, there are far too many villains to name.
"We're out here like pure animals. We don't have help," the Rev. Issac Clark, 68, said outside the New Orleans Convention Center.
Robin Lovin, ethics professor at Southern Methodist University in Dallas, said it's too convenient to blame one branch of government when they are all, at some level, failing people. From Watergate to Clinton's impeachment, governmental institutions have disappointed the public.
"Bush, Congress, the mayor — each of them are symptoms of a bigger problem, that we don't have accountability for disasters or challenges of this scale," Lovin said. "That's all the public wants in trying times — accountability."
Thus, Americans are doing what people do when government lets them down — they're turning to each other. Donations are pouring into charities. Internet sites are being used to find relatives. Residents of far-off states are opening their homes to victims.
The community spirit is reminiscent of the Sept. 11, 2001 attacks. So is the second-guessing. It will happen again after the next crisis. You've heard the warnings: a cataclysmic California earthquake, another terrorist strike, a flu pandemic, a nuclear plant meltdown, a tsunami, the failure to address mounting U.S. debt — and on and on.
Will the public and its leaders be better prepared next time?

Il y a aux USA des cyclones tous les ans, des maisons détruites tous les ans... mais elles sont vides. Il y a meme des tremblements de terre... personne ne meurt ! Mais lorsqu'il s'agit des ces pauvres negros, bien trempés dans leur merde, dont les enfants sont partis en Irak losqu'ils ne sont pas a trainer ds la rue ou a peupler les prisons de l'état le plus libre du monde, l'Amérique connait le plus grand désastre écologique de son histoire etc etc, et personne n'a su le prévoir. Regardez les a la TV, les médias se régalent avec des Noirs a la une. Les victimes sont toujours les memes (n'a t on pas d'ailleur décrété qu'elles étaient maudites ?) ce n'est que le lieu du désastre qui change. L'Amérique riche a foison réclame de l'aide parce qu'elle donne d'habitude.
Mississipi, Louisiana, New Orlean... le Sud des USA est celui des parias, des amuseurs publiques depuis quelques siècles maintenant. LET ME START by saying that if I had my life to live over a thousand times, the one thing I would not change would be my race. I am proud to be a black man. There are times however, when I wish that certain people and I did not share that trait.
For the past few days, the whole world ... well, at least those who have access to satellite and cable television, have been seeing pictures of the virtually total devastation of the cities of the U.S. Gulf Coast by Hurricane Katrina. An estimated 90 per cent of homes in New Orleans have been destroyed by flood waters and more than 100 people have been confirmed dead.
We see people standing on the roofs of their submerged homes desperate to be rescued, others being airlifted to safety, and we have heard tear-jerking stories of families losing their loved ones. But in all of this, we have also seen the really dark side of black people.
The day after the hurricane passed, there were reports of looting but network reporters had been saying that people were looting out of desperation, in search of food and water. A lot they knew.
The pictures I have been seeing are of people - black people - stealing shoes, diapers, and television sets. Not food and definitely not water. Not unless the armfuls of clothing, shoes, and appliances I see people wading through the streets with count as food and water.
Now, if all the looters were looting out of desperation, how desperate were the guy and girls I saw toting several boxes of size 13 Nikes? How desperate was the fellow with the stack of diapers? What, is it that he has several babies at home suffering from loose bowels? What am I talking about, what home? Everything is under water and what isn't, has been totally destroyed.
Plasma TV?
And just what are those guys stealing the plasma television sets going to be watching when there is no power in the entire city?
Desperation? Yeah, right. I am beginning to believe that black people, no matter where in the world they are, are cursed with a genetic predisposition to steal, murder, and create mayhem.
The entire firearm department at a Wal-Mart department store, for example, was cleaned out and the looters used the stolen weapons to rob people. How low is that? Everybody is suffering and the black people would seek to rob people who are suffering just like themselves.
No white looters?
And it has nothing to do with poverty. Where are the white people in all this? I am sure there are poor white people living in New Orleans, Biloxi and the other towns affected by what has been going on. Is it that the media are not showing pictures of them looting and robbing? Or is it that they are too busy trying to stay alive, waiting to be rescued, and hiding from the blacks.
And you know what? Even if the poor whites were looting and robbing, wouldn't it be nice if the blacks could have made them the only ones doing it
Just once, I would like for us blacks to take the high road in situations like this, where instead of showing our darkest side, we put our best foot forward. But I guess that would be too much to ask, too much of a case of wishful thinking.

Je me suis posé la même question que toi : à savoir pourquoi est ce que cette fois il y avait plein de gens morts, et tant de réfugiés alors qu'effectivement, tous les ans, on nous annonce plein de cyclones aux US ??? La première fois, il ya 3 jours, j'etais surpris quand il parlait de pillages, et dans le reportage on ne voyait que des Noirs. J'avais oublié qu'on était dans le deep south, mais je me disais déjà hum c'est pas bon cette histoire de Noirs qui pillent, en détresse ou pas car je sais comment fonctionnent les médias :
On va vite retenir qu'il y avait des pillards, noirs bien sur, mais sans analyser les causes immédiates et les causes profondes de cet état de fait.

Les secours s'organisent et la polémique enfle après Katrina
LA NOUVELLE-ORLEANS (Reuters) - Un convoi militaire est arrivé vendredi à La Nouvelle-Orléans pour porter secours à des dizaines de milliers de rescapés et rétablir l'ordre dans une ville livrée au chaos depuis le passage de l'ouragan Katrina, lundi.
Face au flot roulant des critiques mettant en cause la lenteur des secours après une catastrophe naturelle vraisemblablement sans précédent aux Etats-Unis, George Bush a promulgué dans la soirée un projet de loi autorisant le déblocage de 10,5 milliards d'aide d'urgence.
Le président s'était auparavant rendu dans la zone dévastée, sur le littoral du golfe du Mexique, et à reconnu que la réaction des autorités était "inacceptable". "Nous allons remettre les choses en ordre", a-t-il assuré.
La colonne de véhicules militaires escortés par des hélicoptères a rendu un peu d'espoir aux rescapés des inondations qui ont suivi la rupture de plusieurs digues du lac Pontchartrain, à la Nouvelle-Orléans.
Plus coutumières des zones les plus défavorisées de la planète, les images de corps abandonnés à la décomposition, les scènes de pillage et de dévastation ont profondément choqué l'opinion américaine que les autorités préparent à un bilan de plusieurs milliers de morts.
Nombreux sont ceux, y compris dans la classe politique, qui dénoncent la lenteur et l'impréparation des services de secours.
Ray Nagin, maire de La Nouvelle-Orléans, n'a pas hésité à fustiger l'administration fédérale dans les termes les plus crus. "Lever votre cul et faites quelque chose", a-t-il lancé devant les caméras de télévision.
"Nous avons de la nourriture, de l'eau et des équipements médicaux. Nous allons vous tirer de là", a promis un garde national s'adressant aux milliers de rescapés affamés qui attendent depuis des jours leur évacuation au centre de conférence de la ville.
Le soulagement de certains n'a pas masqué la colère de beaucoup d'autres qui ne comprennent pas les raisons de cette attente, dans le pays le plus riche de la planète. Nombreux sont ceux qui veulent témoigner de l'horreur des meurtres, des viols et autres horreurs auxquelles ils ont assisté ces derniers jours dans leur abri de fortune.
DEUX MOIS ET DEMI POUR ASSÉCHER LA NOUVELLE-ORLÉANS
Leroy Fouchea, 42 ans, raconte ainsi que deux enfants comptent parmi ceux qui ont péri faute de soin. "Ils sont morts ici-même, en Amérique, en attendant des vivres", s'indigne-t-il.
Non loin de lui, le corps d'une femme gît sur une chaise, le visage couvert d'une serviette. Elle est ainsi depuis jeudi, assure ses voisins.
A l'extérieur, les drames continuent de se nouer sans fin. Un accident a ainsi coûté la vie à un passager d'un autobus chargé de rescapés. Les amateurs de Rythm and Blues se sont en revanche réjouis du fait que Fats Domino, pionnier du genre qui avait refusé d'évacuer son domicile proche de La Nouvelle-Orléans, ait été retrouvé sain et sauf.
Le corps du génie de l'armée américaine à évalué à deux mois et demi le délais nécessaire pour drainer les eaux qui ont submergé la ville.
Chad Blocker, un soldat de 21 ans de retour d'Irak, n'imaginait sans doute pas voir des scènes semblables à celles dont il a été témoin à Bagdad. "Il y avait toujours des gens réclamant de la nourriture et de l'eau. C'est un peu la même chose ici, sauf qu'il s'agit de mon propre peuple", déplore-t-il.
Déterminé à faire cessez les pillages, Kathleen Blanco, gouverneur de la Louisiane, a assuré que les soldats avaient reçu l'ordre de tirer pour tuer.
A Biloxi, dans le Mississippi, Bush a fait quelques pas dans les rues de la ville dévastée, s'attardant pour réconforter une jeune femme éplorée et sa soeur, dont la maison a été détruite.

La secrétaire d'Etat Condoleezza Rice a fait savoir qu'une soixantaine de pays avaient proposé leur assistance. Norman Mineta, secrétaire aux Transports, a quant à lui annoncé qu'en plus des cars, des trains et des avions allaient participer à l'évacuation des rescapés, entassés notamment au Superdome de La Nouvelle-Orléans dans des conditions d'hygiène qui se détériorent d'heure en heure.
La plupart des victimes de cette catastrophe qui a souligné de façon criante les inégalités de la société américaine, appartiennent aux couches les plus défavorisées de la communauté noire. Beaucoup n'ont pas trouvé les moyens de quitter la zone avant le passage de Katrina.
S'exprimant à Baton Rouge, le pasteur Jesse Jackson a déploré l'"extrême dureté" du gouvernement à l'égard des habitants les plus pauvres de La Nouvelle-Orléans.
"Nous avons envoyé notre Garde nationale, nos hélicoptères et nos ressources pour rétablir la sécurité à Bagdad et apporter la démocratie, mais nous avons laissé La Nouvelle-Orléans à sa vulnérabilité", a-t-il affirmé. _________________

C'est bizzare...moi aussi je le'ai remarqué, notamment dans les images televisées...les pilleurs étaient tous des noirs. Mais je n'ai pas été choqué en supposant que la ville était peuplé à plus de 90% de noirs

Pas du tout en allemagne par exemple ils presentent toujours autant de pilleurs blancs que de pilleurs noirs !
J'ai l'impression qu'ils font vraiment cet effort ici, avec notemment interview d'une femme blanche par exemple qui remplit sa voiture de produits voles, protestant apres quand elle se rend compte qu'elle est filmee.

c le cas de le dire, les medias se delectent de montrer a la une les photos des noirs mourant. j'ai failli croire k la nouvelle orleans appartenait a ma chere Afrique(etant donne k c le seul continent ou la mort est tout a fait legitime) jusquá c kon m'explique kan fait nous sommes aux USA. incroyable mais vrai. ces zouaves n'y sont pas alles par 4 chemins pour laisser de scentaines de personnes mourir sur leur sol juste parce kelles sont noires. c monde est degueulasse. j'espere k la fameuse communaute noire dont on parle souvent enregistre clairement tous les faits. car a force de dormir, nous sommes complices de l'extermination des gens de notre race. c nést pas pck l'on est sain et sauf kon doit se laisser aller a croire k tt va bien. ca aurait pu arriver n'importe ou, le traitement est toujours le meme kan c sont des noirs. WASHINGTON -- Black members of Congress expressed anger Friday at what they said was a slow federal response to Hurricane Katrina.
"It looks dysfunctional to me right now," said Rep. Diane Watson, D-Calif.
She and other members of the Congressional Black Caucus, along with members of the Black Leadership Forum, National Urban League and the NAACP, held a news conference and charged that the response was slow because those most affected are poor.
Many also are black, but the lawmakers held off on charging racism.
"The issue is not about race right now," said Rep. Stephanie Tubbs Jones, D-Ohio. "There will be another time to have issues about color."
President Bush, who visited storm-damaged areas Friday, acknowledged that the initial federal response was unacceptable and pledged to do more.
Rep. Jesse Jackson Jr., D-Ill., said too much focus has been placed on the looting, taking away from what should be the priority: getting food, water and stability to the tens of thousands of displaced victims.
Rep. Carolyn Cheeks Kilpatrick, D-Mich., noted that the city of Detroit has offered housing, food and clothing for 500 families displaced by Katrina. She urged other cities to do the same.
Watson and others also took issue with the word "refugee" being used to describe hurricane victims.
"'Refugee' calls up to mind people that come from different lands and have to be taken care of. These are American citizens," Watson said.
Added Rep. Elijah Cummings, D-Md.: "They are not refugees. I hate that word."
He called for citizens and governments to come together "with a force equal to that of Hurricane Katrina" to meet the needs of the hurricane victims.

The Nation of Islam leader speaks here to promote next D.C. march

If you have room in your home, adopt a family left homeless by Hurricane Katrina, Nation of Islam Minister Louis Farrakhan said in Richmond yesterday.
"Adopt a family, then the government can assist the families to get back on their feet," Farrakhan said.
"We are calling on all our mosques to open their doors to storm victims," the 72-year-old minister said. "If you have to, put cots up in the basement."
Farrakhan said the federal relief effort was too slow in coming to hurricane-ravaged New Orleans and other parts of the Gulf Coast, but it's not too late to help survivors.
"We would have been able to save many more lives had there been a quicker response," he said.
Farrakhan said he had received calls from people in some of the small Mississippi towns devastated by the hurricane, saying they hadn't seen Red Cross or federal government relief workers.
In any event, Americans generally need to pitch in and help with the shipping of water, food and other aid to the storm victims, he said. "All can help relieve the suffering of these people."
A lesson to be learned from the hurricane's deadly sweep, Farrakhan said, is for government leaders at all levels to be better prepared if "a disaster like this strikes again."
Farrakhan is in Richmond this weekend to promote the Millions More Movement, his Oct. 14-16 10th anniversary follow-up to the Million Man March in 1995 in Washington. Like the march, this event will also be held on the National Mall in the nation's capital.
While the 1995 march was strictly for black men, the Millions More rally will be open to all, including women, organizers say.
During a news conference held at the Omni Richmond Hotel at 12th and East Cary streets downtown, Farrakhan also linked the hurricane damage on the Gulf Coast with the war in Iraq.
The billions of dollars spent on the war would have been better spent building higher levees in New Orleans, he said.
"This is a great nation, but it is losing its moral compass," Farrakhan said.
Commenting on the Millions More Movement, Farrakhan said a main focus would be to unite blacks in pursuit of economic and political power.
"When we are divided, we must beg," he said. "When we are united, we don't have to beg. We command."
Later yesterday, Farrakhan met with local Nation of Islam leaders at the Greater Richmond Convention Center to go over plans for Richmond-area people to attend the October rally.
Farrakhan will hold a public rally today at the convention center to promote the Millions More event in Washington. Doors will open at 5 p.m., and he is scheduled to speak at 7 p.m.

NAACP Partners with MoveOn to Provide Housing for Disaster Victims
More than 17,000 beds within driving distance of disaster identified by MoveOn.org Civic Action
The National Association for the Advancement of Colored People (NAACP) announced today that it has partnered with MoveOn.org Civic Action, a progressive national civil organization, to identify 17,000 beds for hurricane victims who are evacuated from the storm ravaged areas of Louisiana, Mississippi and Alabama.
“The offer by members of MoveOn.org Civic Action to provide housing for the victims of Hurricane Katrina “is exciting and the positive human side of America,” said Gordon. “This is a generous, heart-warming gesture and an example of the best of us. It is fantastic to partner with an organization that will bring relief to the people of the affected areas.”
MoveOn.org Civic Action has identified 17,000 beds within 250 miles of Louisiana, Mississippi, Alabama and another 55,000 beds nationwide. The NAACP will help match victims with housing opportunities. The Association is also partnering with the nation’s four largest black religious organizations, the National Baptist Convention, USA, Inc., the Progressive National Baptist Convention, the National Missionary Baptist Convention of America and the National Baptist Convention of America, Inc. to provide relief to the beleaguered victims of possibly America’s worst natural disaster.
Gordon plans to tour the flood areas this weekend to get a first hand assessment of the tragedy and to coordinate with NAACP branches that have organized to help distribute food and evacuate victims. The NAACP is also working to have additional buses go to New Orleans to transport victims out of the city and with the National Association of Black Owned Hotels to provide hotel rooms. In addition, the NAACP has secured contributions of emergency supplies for distribution in the flood areas.
MoveOn.org Civic Action is a nonprofit organization, formerly known as MoveOn.org. It primarily focuses on education and advocacy on important national issues. MoveOn.org Civic Action was started by Joan Blades and Wes Boyd, two Silicon Valley entrepreneurs who shared deep frustration with the partisan warfare in Washington D.C.
The NAACP has also partnered with the National Newspaper Publishers Association and American Urban Radio in an effort to raise funds and to keep our community and the public informed about NAACP efforts. Gordon said, “We should keep in mind that this is the first stage in our efforts to aid the victims. The NAACP is in this for the long haul.”
The NAACP has established a disaster relief fund to raise money to assist the storm victims. Contributors may make a donation online at www.naacp.org.
